Environmental permit integration of Pingtung city

Abstract In response to the increasing complexity of pollutant source processes and the close interrelatedness of air, water, waste and toxic methods, the Environmental Protection Agency(EPA) has integrated policies for four environmental permits: air, water, toxic permits and waste clean-up plans. Through the pollution flow diagram, the pollution flow diagram of the whole plant can be more precise, providing the entire plant management function and saving the time of applying for permits. In addition, we promoted the consultation, setting up a single window to strengthen prior consultations and accelerating the reviewing time. This reduces the competition in reviewing opinions, at the same time, reduces the number of returns by the industry so that the license reviewing process is consistent, and the ultimate goal is to integrate one factory and one certificate. The implementation period of this project covers from January 1, 2022, to November 30, 2022, and the final report statistics end on November 30, 2022, and the implementation results are summarized below: 1. Advanced Counseling Priority Pilot Objects In this assignment, six priority pilot objectives for advanced counseling were completed, their pollution flow diagrams were corrected, and the project personnel went to the site for on-site investigation and counseling and assisted the factoring in uploading the Environmental Management System (EMS) after modification. According to the contract, this assignment needs to review the contents of the air, water, waste and toxic (concern) chemical pollution flow diagram that has been uploaded to the EPA's EMS, confirm that it meets the requirements listed in the original permission (clearance) of the industry, and counseled the factory to correct it. 2. Counseling to expand the object to complete the drawing of the pollution flow diagram. Counseling expanded the objective to complete the drawing of air, water, waste, and toxic (concern) chemical pollution flow maps and upload them to the EPA’s EMS. As of November 30, 2022, it has assisted 40 companies in completing mapping pollution flow diagrams and uploaded them to EPA’s EMS. 3. Handle consultation and counseling, joint review of various departments and compilation of opinions and filing This assignment is aimed at the priority target handling consultation and counseling and handling the joint examination between the various departments of the Bureau and the joint examination operation with authority entrusted by the competent authority of the Taiwan authorities. At the same time, it assists the Bureau to compile and file relevant opinions of the pending review in EPA's EMS. It completed five joint meetings, and consultations and uploaded the meeting minutes to EPA's EMS. 4. Handle licensing and integrate internal education and training The project completed the internal education and training on March 11, 2022, with 15 participants, including air, water, waste and toxic (concern) chemical permit review personnel and personnel of central authority. The project prepared relevant training materials and implemented real-field exercises on pollution flow diagrams and environmental protection permit integration consultation and review procedures. 5. Conduct advocacy and explanatory meetings The project held two advocacy and explanatory meetings, completed on April 15 & 19, 2022, including explanations of the application procedures for integrating air, water, waste and toxic (concern) chemicals, requirements for drawing pollution flow diagrams and other related matters. 6. Environmental protection permit integration single window maintenance operation The project established a license integration single window on January 1, 2022, which is responsible for collecting and reviewing opinions on the air, water, waste, and toxic licenses (clear). At the same time, the project assisted each department in compiling and filing relevant opinions on the EPA's EMS. In addition, the contact information of relevant departments and personnel of the license has been integrated, and a LINE group has been established to strengthen follow-up operations and quick contact.
